How does USPAP define an appraiser?

USPAP does not define the term "appraiser." Guidance from the Colorado Division of Real Estate states that USPAP does not prohibit any person, licensed or unlicensed, from completing or signing an appraisal, provided the person is competent and the client or form proprietor permits it. An appraiser must comply with USPAP when required by law, regulation, or agreement with the client.
