How do Medicare agents get paid?

Federal rule 42 CFR 422.2274 sets Medicare Advantage agent and broker compensation. The national fair market value benchmark for an enrollment is $539 ($607 in Connecticut, Pennsylvania, and Washington, DC; $672 in California and New Jersey), and a one-time $100 increase applies for contract year 2025. Beginning with 2025, renewal-year compensation must be paid at 50% of fair market value. Referral payments are capped at $100 into an MA or MA-PD plan and $25 for a PDP plan.
