Which insurance exam is the hardest to pass?
No single insurance exam is nationally the hardest; pass rates vary by state, and many states do not publish theirs, so no accurate national pass rate exists. Where figures are published, Texas reported February 2021 passing rates of 47% for the all-lines adjuster exam, 53% for property and casualty, and 60% for life, accident and health, making the adjuster exam the lowest-scoring of the state's three most common licenses.
California sets the same 60% passing score for every producer exam, so the state does not rank them by difficulty (adjuster and bail exams require 70%). National first-time pass rates compiled from National Association of Insurance Commissioners (NAIC) data show the Property line at 53.6% and Property and Casualty at 54.9%, the lowest of the major lines, against 64.8% for Life and Health.

Counselor exams run higher still, with the Accident and Health Counselor exam at 82%.
