Can I work as a mortgage loan officer part-time?

Yes. The Secure and Fair Enforcement for Mortgage Licensing (SAFE) Act defines a mortgage loan originator by activity, not hours worked: the trigger is taking residential mortgage loan applications or offering or negotiating loan terms for compensation or gain. In most states you must still be sponsored by a state-licensed mortgage company, and states such as Illinois and New York set a license to inactive status while you are not employed by a licensee. The November 1 to December 31 renewal window and 8 hours of annual continuing education still apply each year.
