Does a borrower have to pay a loan officer?

Not always. Loan officers and brokers usually receive a loan-specific fee or commission, and that fee may be paid either by the borrower or by the lender. Federal law prohibits commissions from varying based on the terms of the mortgage, so payment structure does not change with the loan itself.
