Appraisal FAQs

Demand is steady rather than exceptional. The U.S. Bureau of Labor Statistics projects employment of property appraisers and assessors to grow 3% from 2025 to 2035, about as fast as the average for all occupations, with about 5,200 openings a year, mostly from workers leaving the occupation. At the same time, the supply of appraisers is shrinking: active credentials on the national registry fell from 121,407 in 2007 to 89,618 at the end of 2025. Demand for appraisal work also rises and falls with the real estate market.

The Appraisal Foundation does not offer courses and directs students to state-approved education providers, so qualifying education itself must be purchased. Financial help does exist for the experience stage: the Pathways to Success Scholarship covers enrollment costs for Practical Applications of Real Estate Appraisal (PAREA) programs, and the Appraisal Institute Education and Relief Foundation offers a $4,500 scholarship toward PAREA registration.

Yes. The Pathways to Success Scholarship covers PAREA enrollment costs for aspiring appraisers, with The Appraisal Foundation providing $1.22 million in funding over three years; applications are rolling and the scholarship is administered through the Appraiser Development Initiative. The Colorado Division of Real Estate notes these scholarships may cover up to 100% of PAREA tuition.

Yes. At regulated institutions, residential transactions of $400,000 or less may use a written estimate of market value instead of a full appraisal, and cash purchases do not require an appraisal. Some government streamline refinance programs also skip the appraisal. For loans that do require one, federal rules set the transaction-value thresholds that determine whether a state certified or licensed appraiser must perform it.

No, not when the report contains a genuine factual error. The Uniform Standards of Professional Appraisal Practice (USPAP) treat making false or misleading statements and communicating misleading reports as potential violations, so an appraiser cannot knowingly leave inaccurate facts in a report. Appraisal independence rules under section 129E of the Truth in Lending Act protect the appraiser from pressure to change a supported value conclusion. A consumer who believes an appraisal is inaccurate can request a reconsideration of value from the lender with supporting evidence.

Yes, most states approve online qualifying education for appraiser licensing. Texas, for example, lets you filter its approved course list for online delivery, and New York approves distance-learning formats, with final exams taken at an approved in-person location. A few states restrict online study: North Carolina requires its entry-level courses in a classroom, with only the supervisor/trainee course available in either format.

No. FHA does not offer free inspections. An FHA-insured loan requires an appraisal by an FHA-approved appraiser, and the buyer pays the appraisal fee as part of closing costs. The appraiser checks the property against FHA minimum requirements, but an appraisal is not a home inspection. The borrower does receive a free copy of the appraisal report, which the lender must provide no later than three days before closing.

Yes, for non-lending purposes you can hire an appraiser directly, for example before listing your home, for estate planning, or for a tax or divorce valuation, and you pay the appraiser yourself. For a mortgage you cannot choose the appraiser: the lender orders the appraisal, and the report belongs to the lender even though the borrower pays for it.

Renewal is handled by each state's appraiser regulatory agency, and online renewal is available in many states: Texas processes renewals through the state board's online licensing portal, and Minnesota's renewal process relies on electronically uploaded course completion records. Renewal cycles vary by state, running from one to four years, so deadlines and steps depend on your state's rules.

No standard free route exists: appraiser qualifying education is delivered by state-approved providers, and The Appraisal Foundation does not offer courses. Scholarship support can cover part of the path. The Foundation funds $1.22 million over three years in Pathways to Success scholarships that cover enrollment in PAREA (Practical Applications of Real Estate Appraisal), and the Appraisal Institute's education foundation offers a $4,500 scholarship toward PAREA registration fees.
